Smog Check Program

The primary component of the state’s vehicle inspection system is the mandatory smog check program, which is administered by the California Air Resources Board (CARB). So, what are the California state vehicle inspection requirements? Most gasoline-powered vehicles must undergo emissions testing every two years, with inspections required when:

  • There is a change in vehicle ownership.
  • You initially register your out-of-state vehicle.
  • Your registration is due for renewal.

In general, the following vehicles are legally mandated to pass a smog test every two years:

  • Alternative fuel vehicles with gasoline engines
  • Diesel vehicles with a gross vehicle weight rating over 14,000 pounds
  • Gasoline-powered cars, trucks, and SUVs from model year 1976 and later
  • Hybrid vehicles with a gasoline engine component

With that said, specific vehicles are exempt from California state vehicle inspection requirements. The list generally includes:

  • Battery-only electric vehicles
  • Motorcycles
  • Natural gas vehicles over 14,000 pounds
  • New vehicles for the first six years (but they still need smog checks for ownership transfers)
  • Trailers
